Off Duty Requests Policy

1. RollKall: Our previous off-duty management company was purchased by RollKall in 2021. UCSO began using the RK platform in February of 2022 to manage all of our Off Duty program. All off-duty jobs will be scheduled through RollKall, who charges a 5% per hour fee for use of their system. Vendors pay for what they use, rather than the whole community paying for a system which only a few use regularly.

 

2. UCSO Action Requirements: UCSO will take no action to process a job request until:

A. The OE-1 form is complete and returned to UCSO, and

B. The request has been approved by The Sheriff of his designee, and

C. The client has created a RollKall account AND an RKPay account.

 

3. Job Posting: The approval of an application and the posting of a job to the RollKall system does not guarantee that an officer will accept your job. All off duty assignments are voluntary.

 

4. Rates: The minimum rate of pay for any off duty employment is $40/hr.

 

5. Payments: All vendors are required to make payments via RKPay, the payment module of RollKall. UCSO will no longer accept cash or check payments to the deputies for off-duty work.

 

6. Advance Notice Requirements:

A. Planned Event With Public Road Restriction: 45 Days

  1. For all Off-Duty Employment Proposals which will require closing, or limiting access to, any public roadway within Union County, UCSO will require that the application be received by the Off-DutyCoordinator no later than 45 calendar days before the scheduled event. This will allow us adequate time to assign a supervisor in advance of the event, and prepare an event plan. These are necessary procedures which allow us to deliver our best service, and protect all parties from preventable risk. This 45 day notice requirement does not apply to simple traffic direction jobs.
  2. When submitted, the proposal must include written approval from each road’s governing authority. For example, a 5k race involving roads in Indian Trail and Stallings would need letters of approval from each of those towns. Before issuing the approval, the town will verify withNCDOT that there are no scheduled conflicts.
  3. Proposals which do not meet the above criteria will not be processed further.
  4. UCSO strongly recommends that you begin the permitting process six months in advance of the event. Many town issues must be calendared for a council meeting before they can be discussed,and then it may take several more weeks to communicate with NCDOT.
  5. UCSO also recommends that anyone planning a road race, 5k, fun run, etc., contact UCSO early in the planning process so that all parties may discuss needs and expectations.

B. Alcohol Events: 21 Days

  1. For all ODOE Employment Proposals where alcohol will be served or sold, UCSO will require that the application be received by the Off-Duty Coordinator no later than 21 days before the scheduled event. Additionally, if alcohol will be sold at the event, we will require the valid and appropriate ABC permit number be included with the application at that time. Events with alcohol which do not meet those criteria will not be processed further.
  2. This will allow us to assign a supervisor in advance of the event, and prepare an event plan.These are necessary procedures which allow us to deliver our best service, and protect all parties from preventable risk. Also, this will prevent our staff from committing to work a job which will later be canceled if an ABC permit is not granted.

C. Supervisor Events / Event Plans: 21 Days

Sheriff’s Office Policy requires that a supervisor be present for Off-Duty events involving more than four deputies. Many such events will require an event safety plan to be developed by the supervisor, and this takes time. For events requiring an event plan to be developed or revised,UCSO will require that the application be received by the Off-Duty Coordinator no later than 21days before the scheduled event.

Recurring Sports Events which were established with the OD Coordinator at the start of the season would be excluded from the need for a further event plan, for example, all regular varsity football games at Central HS would be covered under the same event plan, once it is approved. Playoff games, and other events with special considerations will be evaluated on a case by case basis.

These are some examples of jobs which would require an event plan and a supervisor. This is not a complete list:

  • Festivals, or gatherings of >500 people
  • 5k races / Road races / Fun runs
  • Parades
  • Rodeo events
  • Large sporting events

D. Planned Events W/O Supervisor: 14 Days. 

Most events we work have been, (or should have been)planned several weeks in advance.

E..Traffic Contractor Events: Generally 3 Days

F. Unexpected Needs (Death Related, School Traffic Fill-In, Etc): To be evaluated on a case by case basis.

 

7. Cancellation procedure:

A. If a client needs to cancel a job, they should contact UCSO at 704-283-3789 and speak to a dispatcher. Please make note of the dispatcher’s name. It is not sufficient to leave a voicemail. If you do not reach a dispatcher, please contact the Off Duty Coordinator at 704-292-2686.

  1. The client will need either the Job ID# (preferred) or the job Date and Client Name

B. A client may cancel their job up to 12hrs before the job start time with no penalty.

C. Short notice cancellation*: For jobs canceled by the client within 12hrs of the job start, the vendor will be charged $40 (1 hour) per deputy.

D. No notice cancellation*: For jobs canceled by the client where no notification was made to UCSO via the procedures above, AND the deputy arrived at the job unaware that it was canceled, the client will be charged $120 (3hrs) per deputy. 

*Many deputies plan their days off, nights, sleep patterns, and childcare arrangements around these off-duty jobs, which they have accepted in good faith.

 

8. Off-Duty Activity Restrictions

A. UCSO employees may not check ID for entry or for alcohol sales.

B. UCSO employees may not search people or bags for event entry.

C. UCSO employees may not provide security for division of marital property without a valid and specific judicial order to that effect.

D. UCSO employees may not tell someone to leave private property when they are not welcomed. This must be done by a person in control of the property, (controlling party).

E.UCSO Deputies may charge or arrest a trespasser who remains on the property after being told to leave by the controlling party.

F. The controlling party may be subpoenaed as a witness if any criminal charges result from the event.

 

9. Use of 3rd party property:

A. If a client plans to use property of a 3rd party for any reason, (parking, for example) the client must provide proof of permission to use that property at the date and times specified. This proof must be submitted at the time of application. The application will not be processed without the required proof.

 

10. Information for drivers & guests: Please share this with any guests you are expecting.

A. Parking on the roadway: UCSO cannot allow, or overlook, vehicles parked upon the public roadway. Any vehicle deemed unsafe to traffic will be moved by the operator or towed at the owner’s expense.

B. Parking on private property: The owner of private property may grant, refuse, or retract permission to park on their property at any time. The owner may have unwanted vehicles towed from their property without notice to the vehicle operator, nor involvement from UCSO.

 

11. Possible requirements: in some cases, UCSO may require that roadside message boards, or additional lighting be provided by the vendor, to improve safety for everyone involved in the off duty event.
